Perhaps I'll start another post to address the new issue, but thanks again to all for your past (and future) comments and suggestions. From the pop-up window, open the Volumes tab. The bad news is that the aforementioned fan now runs constantly at max RPM and causes a machine that used to pull about 60 watts at idle to now consume almost 160 watts at idle. Did I fail to mention that the external USB 3.0 drive was plugged in all the time during those restarts? Well, the good news is that the machine will now POST and boot with a USB 3.0 drive attached. Fortunately Spiceworks last scan remembered that it was a Broadcom NetXtreme Gigabit Ethernet controller (Spiceworks rocks, doesnt' it?) and I was able to manually load the driver. Windows couldn't find the driver for the onboard NIC ( additional expletives)! I had not kept the original setup CD's with the machine and would have to go to another building to retrieve them so I tried both warm and cold boots to no avail and all the while the case/CPU fan is doing its best blow-dryer impression. Once I was able to login, the OS began searching for and attempting to reload all the motherboard drivers ( more expletives). Server 2008 seemed to hang for about 10 minutes before finally presenting a log on screen and I noticed that the case fan, which doubles as the CPU cooler, continued to run at max RPM (think "hovercraft") during this period. Browsing the menus revealed no obvious new options, so I exited without saving and let the machine boot.

I proceeded to the setup options and could see the log was indeed full of mostly blank lines (approx 380 lines, give or take a few, if I remember correctly). POST began normally, displayed some new information indicating that data was being updated and then halted with error messages advising that the error log was full. The executable reported that it had successfully completed and asked for a restart. After the encouragement here and from HP's Experts to go ahead and flash the BIOS I downloaded the latest and ran it.
